After a lifetime of studying consciousness using out of body and other psi techniques we hear here Campbell explaining that as an entity evolves through multiple incarnations, the process of choosing an avatar evolves as well. At the beginning of the cycle, the system makes the choice as the entity just needs a diverse range of experiences. However, as the entity grows, they gain an understanding of what areas they need to work on or want to explore further. The system takes their requirements into account and makes suggestions, but the final decision always lies with the entity. As they gain more experience, they might have specific entities they want to work with or certain issues they want to address.

The system tries to find an avatar that meets their requirements, but there is always randomness and the entity’s interactions with others can affect their experience. The entity’s free will is always respected, and diversity in avatars is encouraged to facilitate growth and understanding of the bigger picture. Ultimately, the system has a better idea of what the entity needs than they do, and the selection process reflects that.
